Why the solar panel can't reach its rated 21W?
It is affected by many factors such as sunlight Intensity and panel's angle put on the ground or other Interferents like tree/cloud shadows. Cloudy weather may affect its normal working power, and ensure there is nothing shadow cast on the panel.
